not quite. theres quite a few that surpass it by quite a bit. 1914D, 1909S (about the same in lower grades) 1955 DDO, 1922 Plain, the 1931 S is not a rare coin to find, and is often found in higher grades because it was known it would be a key as soon as it came out.

The 14-D is beats the 31-S all day long. In UNC grades there are dozens of coins that beat the 31-S.

and in AU or better the:

and in better grades the majority of the series prior to 1931.

My dad was born in '36. I still wouldn't mess with the old jarhead.
As for the 31S, If you're buying, you should consider a better condition coin. The 31S has a very high basal value and a pretty shallow price curve up until high grade mint states. This is caused by the fact that although it was a very low mintage coin, many were put aside.

You've got some reading to do Gene.
Although the 1909S VDB is the priciest Lincoln in circulated grades up until EF, other key dates such as the 1914 D and 1922 plain are more expensive in AU and above. When you hit MS64 Rd, the 1926 S is probably the most valuable.

Second lowest mintage. Definitely not second-most valuable.
In very low grade (G/VG), it probably is fourth most valuable behind only 1909-S VDB, 1914-D and 1909-S. The higher up you go in grade, the more other issues pass it. The '31-S is worth almost as much in Fine as it is in AU, because probably 2/3 of these coins are choice AU or better.
You can probably get a nice EF/AU piece for only $20 more than a Fine to VF piece. Of course, it will take a lot of searching to find a '31-S below VF because there aren't many.
