Why doesn't ebay put a stop to these scam auctions?

Hard to understand.
Actually this auction is against eBay rules and is not allowed. Dutch auctions must all contain the same duplicate items. He cannot add bonuses to some lots as he sees fit. However if noone turns him in it will
continue.
"eBay does not permit listings that promote giveaways, random drawings, raffles, or prizes, because these promotions are highly regulated and may be unlawful in many states. eBay itself may run such promotions on the site, and may grant authorization to its partners or third party companies to run promotions that comply with applicable laws.
eBay does not permit bonus listings in which the seller does not state the exact amount at which the bonus will apply, or Multiple Item Listings in which the exact same bonus is not offered to all buyers."

.. Since only the winner or the auction can leave feedback-How do you know if the winners of the bid amts actually get the bonuses?
Even shipping the ASE set legitimately will provide vast profits.
But prize/chance/consideration equals a lottery, which, AFAIK, is illegal everywhere if not run by the state.
Look at all the people who bought multiples, and all the bidders who came back for more...I've been overestimating the average eBayer's brainpower.
Forget the junk quarters or silver dimes....this guy is going with wheat cents, or my name isn't jmski52.

I have to give the seller credit for using his mind in such a way as to make money,
And technically not cheat anyone out of theirs.
A lot of times I've lost roofing bids to competitors it is how business works.
One time, a call for a leak repair came in to the office. I went to check and realized it was a home I previously bid for a roof but had lost to a competitor. My competitor roofed the house without UNDERLAYMENT or what we call BASE FELT PAPER.
Guess what really roofs a house and keeps it dry ? You guessed it... the underlayment. It is a minimal cost of the material needed for a roof but the most critical.
READ BEFORE YOU PURCHASE and if you are one who bid on this auction, retract your bid rather than throw away money.

I'm sure one of his/her counterparts will come in an say "What the heck, I'll buy up the rest of these just to keep the auction going" reguardless how many are sold/left at the end.
I wouldn't touch it with someone elses money never you mind mine.
Does a prospective bidder need to actually READ THE AUCTION DISCRIPTION (wow, what a concept! Someone actually taking on a little personal responability) before bidding? Sure, he does.
But, just like most of the ebay "scams" that people complain about on this forum this one isn't a scam.
This is not to say that the auction appears to be against ebay policies concerning dutch auctions and therefore should be cancelled, however.

I was going to say, "And the phone company should keep scammers from calling me on the phone" but ebay does look at auctions, especially after they are reported. They don't have staff numismatists so fake coins are sometimes difficult for them. But they do know their rules and if this one violated them, I don't think it would survive. I'm not going to bid on it, clearly lots of other posters aren't going to bid on it. but some guys like lotteries and bought 10 tickets each on this one.
I have a question for the skeptics. When someone comes through your office with a football pool to you call them a scammer and suggest that nobody will ever see the top prise?
