<< <i>That's just dried glue ... should be able to get that off. >>
That's what I thought too, as soon as I saw the pic.
Shouldn't take much to remove it.

<< <i>this coin looks like a strong candidate for conservation to me. >>
I would agree. Conservation is fine to get rid of dreck on the coin, particularly stuff that will damage it if left unremoved. It's the conservation that changes the surfaces that I'm not that keen on.
Nice obvious woodgrain effect, too -- very common in early S-mint cents.
Edited to add- I would try soaking that coin in 1) rubbing alcohol; 2) acetone before I would send it to NCS. The crud might dissolve, and either one of those solvents is unlikely to strip away the color of the coin or otherwise harm its originality.

I agree. Nice example otherwise.
Re-colored perhaps?
<< <i>That coin does not look UNC.
Re-colored perhaps? >>
Possible, but I think it could be the lighting and/or the white balance.

I don't think its been recolored, looks like a lot 09's due to the metal mixture. But one can never be sure w/o seeing it in hand. And as far as unc., seen a lot of those 09's that are not struck sharply everywhere.
