Franklin toning: AT or NT???

I picked up this Franklin from recent Superior auction. Do you think it is AT or NT and why?

Kind of a tough call here....
I don't see unusual color splotchiness and blends that tend to cause my AT flag to rise...
I also haven't encountered a ton of 48D's toned in this manner, and I have seen many a 48 mint set...

It looks like a mint set coin to me where the coin got lucky and the toning came out well.
