That depends, many many Franklins will FBL at PCGS but not at NGC. On the other hand, NGC will in many cases grade them a point higher. So if you're looking at a coin that WILL NOT go FBL at either service, go with NGC. If you're looking at a coin that WILL go FBL, I would suggest PCGS. Don't worry about the star or whatever, because color sells itself with or without the goofy designation.

I was in fact just duscussing this via PM with another forum member the other day, and that is the conclusion I came to.

If I were submitting, especially with an eye toward selling, I'd go with PCGS. If I were buying, I'd look for nice-for-the-grade NGC.

I understand PCGS or NGC both look at different sets of lines, one the top row, one the row at the bottom. I forget which one looks at which set. Others here would know better.
    Philately will get you nowhere....

PCGS looks at the bottom set, NGC looks at both...from what I understand.

PCGS MS FBL Franklins tend to be much easier to sell, and bring more $, than their NGC counterparts. NGC tends to be a bit more forgiving on grades than PCGS, but there is overlap (i.e., many of the coins will grade the same at PCGS and NGC). The published FBL standards at NGC are stricter than those at PCGS.

Turning to your specific question, if the coins have highly attractive (or better) toning, it typically doesn't matter if PCGS or NGC grades the coins, it will bring $$$image

Alternatively, for the typically, undesirably toned MS Franklins, even if one service grades higher than the other on a particular coin, the coin will be hard to sell, and sell at a discount (or even a significant discount), if you are lucky enough to find a buyer.

According to their published standards- yes.
