The rim looks a bit weak from 2 to 4 o'clock on the obverse, too.
An XF grade seems real low from here. Just the tiniest bit of rub on the hip and who's to say from the photo that it's from circulation. The luster probably isn't exceptional, and both the buffalo and the hair above the knot look a little marked up. But the strike is pretty good for a 28-D. On balance I'd guess it's 58 at least, and maybe market grade 62.
58, possibly MS if the luster rolls over the high points OK. As to the XF'ers, a '28-D isn't like a '38-D. It's a pretty appealing coin, if I were grading it just from the image, I'd have to lean AU-58, might feel different in person.
Often times though, Buffalos with excellent detail but muted luster I see in holders at AU-53 or 55 - they do like to reward luster, so this may depend on how it compares to other '28-D examples.
Looks original to me. Its either AU58 or 62 like stated earlier. This is a classic example of how strike deficiencies can look like more wear than is actually present. 28D's are known for mushy strikes, especially on the central reverse.
