Yes. It is absolutely NT. The coin likely toned in a cardboard velvet flocked aftermarket holder.

While certainly no expert in toned Kennedy's, it certainly looks like the real deal.
Of course now it'll probably turn out that the one in the auction came from Tonecoin2003.

The bin can be higher than the reserve. Can it not. If someone bids that then they would just simply buy it and not bid.
