  Unless he takes the undergraded coin and throws it in a drawer and doesn't bother trying to upgrade it. In that case, it doesn't cost him anything other than the hard-to-quantify cost of being monumentally ticked off every time he opens that drawer.

  The situation is worse with the collector gets an unjustified budy bag. Then you have nothing for your grading fee and postage, and there is not one to complain to who matters.

  Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
