Looks 64 PL. Reverse frost doesn't look enough for DMPL. It is a border coin, worth throwing in with another batch of coins, but not worthy of forming a submission around it, not at $18 plus postage and insurance. A coin like that is best seen in person and that explains the wide range of grades (61 to 65, DMPL to PL to nothing). The frost and marks are hard to factor in from a picture, hide one and accent the other and vice-versa.

I think if you photographed the coin differently, you woul lose all the frost breaks and what appears to be rub would dissappear

If you are talking about the frost breaks on her face, that is a pretty good representation of what it looks like.
If PL, not worth sending in. If DMPL, then it may be worth sending in.
If it has a shot at MS63 PL/DMPL, then send it in.
