"Brilliant Uncirculated"

Just finished my morning Ebay surfing and saw a nice complete collection of Silver Eagles in a cherrywood box graded by PCGS as "Brilliant Uncirculated".... Why would you send coins to be graded without a grade assigned. Doesn't seem to be cost effective. I would think an uncirculated specimen in a flip would have the same value as one you paid to encapsulate
