  I believe that's a partial wire rim. If that's one of the first off the dies (given the detail that's on this coin, that could very well be the case), the striking pressure could have been high enough to create a partial wire rim. I'm not an expert in that particular area. However, authentic business strikes of many of the 80's 3CN quite often have a partial wire rim. But no...it's NOT an error.
