I'm going to have to remember to take a look at that one Thursday at the show. They are a very rare bird for sure...although, I think the half and nickel are rarer in Cameo for those proof series years.
The picture, however, does NOT look like a cameo...but since Heritage photos generally suck that isn't a suprise.
It's a beautiful Merc, but it ain't a "jump-out-and-grab-you" cameo. More like a PCI cameo.
Kinda makes me wonder why they would give that dime a cameo, and not this British half-sovereign, which I just sold to another forum member. (The half-sov is in an NGC PR64 non-CAM holder, and it's not an old holder, either- it's from the current generation, so I know they could potentially have given it a CAM when they graded it.)
(The scratches, BTW, were in the plastic.)

Well according to Russ (my hero) if NGC says it's a CAM, it's a plain coin and is 1 point overgraded. So by the Russ grading standard that is a PR64 Merc in PCGSs eyes*.
*Unless some high profile dealer submits it at the $200 level at a show then it's a PR66CAM.
It is not exactly cheating, I prefer to consider it creative problem solving!!!
I've got one with a touch of cameo like that one. It took a long time to find it.
This one has much more frost. If it were dipped it might actually deserve the cameo designation. With this much toning the services would never give it the designation.
PCGS has graded 12 so far to date. I believe the coin looks better in hand than the photo. It also appears to be getting a little surface crud building up. A little too white in the fields. 16 at NGC so far. This is all dates!

Here's one in the same auction (my coin, full disclosure) that I felt should get the cameo designation but did not. Maybe on a better day? Anyway, it's only PR64 but it does have a beautiful black/white cameo contrast when held just right. I don't expect it to bring big bucks since it's not designated on the holder, but it would be a good starter Merc cameo for someone wanting to "tip-toe" into that area. I wouldn't be surprised if it ends up in a cameo holder some day.
I thought I'd bring this up again. I looked at this Mercury dime at the auction viewing yesterday. Not only is this dime NOT a cameo it wasn't even a 65, IMO. Far too many hairlines. I've been told they are somewhat lenient on this these proofs for cameo designation but this is ridiculous. Just my opinion....
Hmmmm..........Not sure why Heritage chose to describe that piece as a full black a white cameo, as it clearly is not IMO. Also not sure why NGC gave that piece with a cameo designation, who knows.

That Heritage coin looks to be a very, very slight semi cameo coin at best and is certainly not even close to black and white as Heritage says, unless that pic doesn't do the coin justice which I highly doubt.

not the best picture but the coin in hand is almost kinda borderline maybe no not really cameo
