Craton - I saw a recent thread where a board member described a Liberty nickel as "average, ugly, urine-toned, zero eye-appeal". And he was talking about an UNCIRCULATED example. But YOUR coin REALLY TAKES THE CAKE!!!
Crackout, I'm not a huge fan of the V nickel but I have one that has rainbow tones that I think is very sweet! This is off topic but now I have to share the image. I sent it in to PCGS and they gave it an AU58 because of the gashes on the neck that I didn't see when I purchased it. I would have bought it anyway but not paid as much as I did.

What would you call it? I can find zero wear on the coin so I assumed that it must have been the marks on the neck. I was pretty sad when I got the grading results but at least they didn't body bag it for questionable toning ......
It looks like there is a slight bit of wear re Miss Liberty's hair. Due to the toning, you don't see noticeable luster breaks that otherwise would be noticed. Look at one in MS 65 & you'll see more hair detail.
I have a nice apricot toned 1899 in PC 6; it's really scarce to find an attractively toned Liberty Nickel. The nicks on your Liberty Nickel's neck don't affect the coin's grade. The carbon spots wouldn't keep it from an Unc. designation, either.

I don't know whether to keep this one in my collection or use it as a nail file. I didn't take it out of the 2X2 because I thought I might cut myself on it.
