  I think you mean rotated not off center. Yes most early dates (pre 1850) are seen with minor die rotation in the 10°-20° range. Pieces with major rotation over 90° are a little tougher to find but still do not carry large premiums.

  The reverse definately has a slightely misaligned die, which is common on pre 1836 coins.

  Ditto to what Donovan said. ALL of my middle dates and most of my early dates have some degree of "rotation".
