Conder101: PCI blue label

I was at a local coin show and was shocked when I saw this coin. The PCI blue label was believed to be used during 1992 only and was used for only world coins. Here is a Canadian $5 piece, but is dated 1998! Was it used from 1992-1998 or what happened here? Anyone else have any blue label PCI slabs with a world coin dated after 1992 in it?

I believe PCI used the blue label for world coins as late as 2001, seems I remember reading this on their website back then.

    ????

To the best of my knowledge it was strictly an early slab and I really can't believe it could be up to 2001 as I was seeing world coins in green bordered slabs before that time. This isn't the first case of an odd "out of time" PCI slab. So far I have seen two 1989 coins in PCI 1 slabs that should have been 1986 - mabe 87 only as well.
