Can you provide a better image? Based on what you provided, it does not appear to be a FH.
I dont own the coin. I am thinking of purchasing it.

This any better?

From your photo in the op it is not FH in my opinion.

The photo is out of focus thus I cannot discern if there is a distinguishable ear hole, maybe if the photo was in focus that would be made clear.

I’m guessing that the coin isn’t being sold as FH, that you think it has a chance and are looking for a bargain. What’s the grade and designation?

@Morgan13
Can you provide full obv and rev photos? From what I can see the surface quality may be questionable
Looks almost full head, weak hairline might disqualify
Illustrates the idiocy over minute strike differential pricing. If you can’t tell the difference on an image that size then why bother?

The additional photos did not help much. That said, it appeares to be a nice strike but short of a FH. The three leaves are not complete enough. Plus, it is currently graded as non-FH.
I suppose you are hoping it is correctly graded as a 65 (or at least 64), but not correctly graded as FH?
@BigFrankie you are 100% correct.

Ear?
I haven't collected STD Quarters in quite some time but the full size picture does not indicate a FH designation in my opinion. It is a very nice coin though. James
Thank you guys for helping me out.

I agree that the coin doesn’t look to be FH. But I don’t think the pictures are good enough to conclude that it’s a very nice coin. The images aren’t sharp and too much of the surface area is poorly lit.

Not enough for FH, and I would be extremely surprised if it is of "smart money" 65 quality in-hand.

Ignoring for the moment the silliness of using a microscope to determine on which side of the line of the continuum this coin falls ("FH" or not "FH"), it's not really possible to tell whether it is FH from the photograph. I doubt it; the three leaves aren't clearly showing in this photo.
I also would not have a lot of confidence in the grade, based on this photo.
I don't have a lot of use for any of those designations (FH, FBL, FS, FSB), given that the condition is a continuum, and people are attempting to put a point in that continuum above which it is, and below which it isn't, when the difference between "is" and "isn't," right at that point, is extremely tiny. I choose not to pay the exorbitant premium for the designation, instead choosing to find examples that are extremely close, but not quite there (an example of the "80-20 rule," getting the vast majority of the physical appearance of the designation, for a fraction of the cost). YMMV, of course, and hoping to find one that is on the right side of that point that has been mistakenly not attributed, is a fair way to play the game (but it is a gamble if you're determined to only get FH coins).
