Rattler. Have you ever seen one like this?

Sorry if this has been discussed, but I could not find it. I have tons of Rattlers, but have never seen one like this. It has been tucked away for 25+ years I think.
-It is a true blue Rattler, not an OGH with the rim busted off (Updated, it IS busted off!)
-Obverse has a bar code
-Reverse has a Doily/OGH type reverse
-Coin cert # checks out
-It is the exact same weight as a normal Rattler
-Coin looks legit
The strange Rattler is on the left and a normal one on the right, for comparison reasons.

It is, in fact, a Generation 2.1 holder with the outside edge of the holder broken off.

Interesting. Does that whole outer ring just break off clean? I can't even look closer since I don't have it in hand at the moment.
Under "resources", PCGS Coin Facts has a section called "Museum of Coin Holders" with pics of the front and back of each generation of PCGS coin slab and the time period when they were each used.

@FredS It's always fun to think you may have something scarce or ever rare only to discover it simply is not.
I admire your maturity upon learning your slab is actually a damaged model.

The outside plastic is actually a frame for the slab and it was added as an anticounterfeiting security feature.
