A play on words referencing the show "The Undersea World of Jacque Cousteau," making it into a reference to Bacchus, the god of wine.
Edited to add: Probably designed to be struck as an aluminum carnival float throw. I would guess that this krewe did a limited edition in silver (probably 1,000 based upon the number) to sell as a fund raiser.
I don't know anything about it. Here is some stuff/information that came up on searches (unverified by me).
Numista indicates Aluminum (Silver) and down below indicates also a gold for 1979. The OP appears to be a 1980.

This is a screenshot of some stuff/information that came about from an AI. I could not find it in the provided links. The noted material of brass/bronze I don't see in Numista. But perhaps there are both aluminum and brass/bronze examples and perhaps another Numista number for brass/bronze. I wonder if the Numista gold is actually a brass/bronze? Again I did not verify any of this.

The edge I would guess is 999 for silver fineness (if it is silver).
The 'in vino veritas' from Wiki has:
In vino veritas is a Latin phrase that means 'in wine, there is truth', suggesting a person under the influence of alcohol is more likely to speak their hidden thoughts and desires. The phrase is sometimes continued as, in vīnō vēritās, in aquā sānitās, 'in wine there is truth, in water there is health'.

Thanks everyone. It tested at 999 on a sigma. I just liked the high of relief it. It certainly doesn't look anything like the aluminum example so i was really interested to know its backstory of origin.
