There is what seems to be an endless supply of sellers with dozens of raw examples to sell and an increasing urge the convert them to cash so the price will keep dropping. Keep in mind though that the lower priced examples are really rough when when pictures are good enough to determine the quality. People are still paying up for the nicer examples when the pictures warrant it.

I agree there are some that are very "Rough" and not worth the money, but in the mix of people offering, you have very knowledgeable numismatists who are expert graders, and more than likely already sent the best coins off to be graded. On the other end you have speculators who have zero knowledge of numismatics, and no idea of how to have coins graded, and how to cull the better coins to be graded and sell the "Chaff". In this mix some of the raw coins sold are nice, and some of the coins rough as you said. Really, "Luck of the Draw". Also in this mix you have the out of focus pictures which I wonder; just poor picture takers or more in line with I really don't want to show this ugly coin to the best of my ability?

Foolishly I mentioned it again and just like that the very two here who I assumed would chime in did & in just a few minutes...
I enjoy collecting numismatic related items, in last two days I closed a 70 of 10k made and a 15 year old goodie that 12 were made & raw. In last 15 years its the first fleabay offer I have ever seen. So, why dicker, just buy it now.
Those set me back $550 total, out the door & delivered.
I honestly think I paid about $100 too much on the pair.
Both had "or best offer" but i just went ahead & paid $100 too much on the pair to own the two.

In my humble opinion, you picked the rarest of all the "W" quarters!! Congrats! I went through approximately 65K worth of quarters in 2019 and found one Memorial Park! I truly feel they minted many more than 2 million of the Lowell and far fewer of the Memorial Park... My guess is they minted about 500,000 or FEWER of the Memorial Park! Where did I pull these numbers from? Thin air is the answer... Friends and dealers throughout the United States who searched in 2019 didn't even find one!
Fast forward 7 years and after going through 73 boxes of quarters since the end of June searching for the Privy Quarter, I have found 28 different 2019 and 2020 "W" quarters; not a single "W" Memorial Park has been found in the group. I'm not an expert of "W" quarters by a long shot, but it is a very strange coincidence being 7 years apart, but with the same answer!??

Your experience searching for W quarters is a YMMV anecdote and your opinion.
Facts are the Mint produced 2 million of each W quarter and distribution for each quarter affected individuals success or failure in finding them.
Released mintage figures are in fact 2 million each for the "W" quarters. PCGS POP reports as of today give a total POP of the Lowell at 10,693 and for the Memorial Park 4710. Granted, POP's do not dictate mintage figures, but they should have some correlation between numbers minted and coins certified? Certainly, the precipitous drop (Less than half!) in certified coins with back to back emissions should be questionable between the Lowell and Memorial Park?
Also, not just my opinion, but observations of many different collectors and dealers from California, Washington State, Louisiana, and Pennsylvania.
Even though this section is for Privy marked Quarter values, I'd love to hear other ideas why it "Appears" Memorial Park "W" quarters were; 1. Difficult to find if at all, 2. why the precipitous population drop from the Lowell?

Dealer set up today (21 AUG 2026) at Grapevine, Texas show and one dealer had raw Privys at $210 each and $205 if you bought 2... He also had PCGS certified MS65's and was asking $360 each...
I passed as the market is still in a downward trajectory with many more showing up putting additional price pressure on inventories. The ask for the MS65's I believe is WAY off the mark by about double? This market is moving (Downward) at a brisk pace, and if holding a large inventory of these, acting quickly to try and keep ahead of the market would be sage advice!!

I found the side-by-side facebook comparison interesting. Just to be clear, the real McCoy has the striations at the end of the yoke. Perhaps the pictures are swapped. I doubt the fake is more detailed.

Yes, as someone who frequently looks for NGC modern quarters to cross to PCGS and tries, NGC is almost always consistently a point higher on these, sometimes two, but in rare cases they will cross at same grade. NGC just tolerates more nicks and scratches.

Something like this, depending upon the grade. Depends upon the timeframe too, as decades from now, the number who care will be much lower than now. With the number of people looking for it, the vast majority will eventually be found even if not identified as a privy. All 2026 denominations will be hoarded in huge numbers.
PCGS has graded 197 as I write this post, with about 85% as a 65 and 66. NGC has graded 2289 with about 98% MS-65 or higher.
NGC has also already graded about 19,000 from both mints without the privy.

Almost all of the $125 and under listings are suspicious. Some are also selling one ounce silver coins for $35.
