But, yeah, this, plus Canada charging sales tax, has caused me to discontinue buying anything from them, since the only things now available to me are things that don't sell out after 3 early purchase windows.

Because, at the top tiers, relatively few individuals would qualify, as compared to the thousands, tens of thousands, or hundreds of thousands of items offered. The top tier at Perth starts at $35K USD, with the next one down at $7K, then $3,500 and $700.
Since the US Mint is far more popular, and pretty much everything is stupidly expensive nowadays, I'd assume the tiers would be set at far higher purchase amounts. But that would have to be determined by the Mint, based on whatever data they have regarding how many accounts fall within whatever thresholds they would want to establish to modulate traffic.
So, as you can see, real rewards at the top at Perth. The top 2 tiers get a 7 day early order window, with 5 days for the next one, and then 1 day at the bottom. Anything really good is long gone by public release, while people spending at least $7K per year get a 2 day jump on most people. Actually, no. Remember -- no one has done anything, and this is just a suggestion, based on what other world mints are doing.
That said, it's all about what have you done for them lately. Not so much the $10 proof sets you bought in 1990.
Not to mention, a single gold coin probably wouldn't get you far, based on how many people have that level of spend in a year. So don't get too excited, because, if they actually did something like this, you'd likely need far more than $10K in annual spend to get guaranteed access to truly hot new items.
I'd think $20-30K. This would be about rewarding their best customers. Not merely "customers," since that would be all of us, and would accomplish nothing.
And, for the record, the people who actually spent $20K on a single gold Liberty Bell are far more profitable to the Mint than people buying 100 Congratulations sets to get to the same level of spend. No. A little different. If it would work the way I envision, once you hit a tier, you'd have it for the remainder of the current year and all of the following year. So you would not have to start at zero every year, but would have to spend each year to maintain your status for the following year.

(Which, as we have heard from others here, they fail at that promise from time to time, requiring a phone call to get a shipping refund.)

Since your login gets timed out, it'd be nice to at least link to the main page and / or your account page w/o triggering the waiting room. Then you can refresh that page to keep your login session alive while waiting to acquire the item the waiting room is targeting at that time.
But if you do that, you're going to get thrown into the waiting room (and should) as soon as the item is available.
