Always tough with pictures, but this looks like it might have squeaked into a 66 holder. To me, it appears to be an honest 65+ that got bumped up on a good day.

I'll go with MS64 due to that stain on the reverse and that gem 82-S's are so plentiful.
I'm going to guess it's in a 65 holder as it appears very clean, mark wise, with strong luster overall, but I don't like the staining (there's some on each side)

True that the staining isn’t the best but honestly at least in-hand, the luster and overall look of the rest of the coin makes up for the stains, at least in my own opinion.

65 seems reasonable. The reverse issue which has been described as a stain that extends from the S in states to the eagle’s head does raise some concern. Without seeing how the reverse luster is impacted, I will limit the high end at 65 even though I like the coin.
