I'm looking for help understanding this coin. Is this a double die error?
Looks like a die clash.

Question for you: The parts that you see as doubling, would you describe them as "shelf-like"?
The one on the right side of the neck, yes. Not so much on the left side (i.e.: the lips).

that shows the look of a doubled die but doesn't explain the difference.
op - you'll notice the lettering is not flat and shelf-like
No this is worthless die erosion.

not doubled. not sure what is happening there
here is a doubled profile. the doubling is about as high or as high as the not doubled part
