1 in 1921 looks like a 3 underneath but probably is a 1. Maybe a 2 and 9 over struck as well. P, B and R are clear double strikes at top and others are faint. Comments? Is this rare and possibly valuable?

Looks like it needs a dip. I question if it’s even mint state.
