Intentions aside, it's a multi year type.
But again, it wasn't intended for the years of 1879 and 1880, mint employees used them because they were still on hand and not to waste a usable die, used them. Rounded breast eagles were intended to be used from 1879 on.

That type is 37-38 not a single year.
Ok I was including the mint. My understanding is New Orleans only made this coin one year in 1838.
The curious thing about Bicentennial coinage is that it was produced and released in both 1975 and 1976, though the date did not change.
