I'm the least qualified on this site on grading, though I'd agree with probably the most experienced person on this site.
I think the coin would be a 68 upon closer examination. This coin from the California collection is at GC currently and it is graded MS-68 CAC.

Under Liberty’s chin in the field. That area appears to have been messed with.
Those look like minor contact marks in a very large image. I can’t see any evidence of a tooling/spot removal there.
My thinking is with it being in the bright area from the cartwheel effect and is dark, it’s like someone took an eraser there and it toned/retoned dark.
Strange to have a patch of scuffs scratches and darkness in one area, and nothing anywhere else on the coin.
