$20 gold--would not cross into MS holder

This coin was submitted from a defunct certification company, would not cross. How would you grade this?

photos not good enough for gtg
It looks puttied in the bottom two photos. Not as much in the top one but it still could be puttied.
Hits me as AU, couple of areas on the surface look curious as well.

The first picture makes it look like an AU. If it has been puttied, they didn't make it into an Unc.

When you see how 'thick' the luster was in between the stars, I guess it's just become too 'thin' on the rest of the coin to get an unc grade..
You can probably buy a PCGS MS61 for a small percent over spot.

I stand corrected!
The most recent sale I find in the HA archives was a PCGS non-cac which sold @ $3240 on March 2, 2025, a 17.5 % premium over its actual melt value. ($2857 spot)..
A little research reveals a Premium Freefall on this semi-rare coin:
2019, HA sold four examples for an average of $2760, which works out to over 100% premium to that year’s average gold price of $1392.00.

Low MS

Only MS61 or better are really worth much more, and you're actually right as the MS61 doesn't seem to have much of a premium. This one was in an NNC MS62 holder. It was sent to cross but failed at any MS grade.
Oh, well, then. Obvious details coin cracked out, and if NNC couldn't grade it above 62...

I haven’t submitted to PCGS in a while but trying to cross from a defunct TPG sounds like throwing away money. Maybe you used a monthly special? Gouges in lower right obverse are concerning.
