These are the questions you want to ask:
What grade do you expect it would receive?
What would be its value in that grade?
How much would it cost to get graded?
Which of those questions do you need help with?
plug in your grading cost numbers for a MS64 and then go to eBay and see how much it would cost to buy a PCGS MS64 1964-D Washington quarter, then ask yourself which would be better spending your money on.

No, it should not be graded because it is a damaged quarter and TPGs assign a “details” notation to the holder. If you do it, let me know, I collect peoples’ mistakes.

MS-64, but I have frequently been disappointed by the modern coins which have made it into MS-65 holders.
Your s/h insurance both ways will cost you more than this coin on ebay and with no guarantee it will grade.

It seems NGC might give you a MS65 on a good day -here is one looking worse than yours on lower neck, but it is also a rare variety

No an its a damaged coin that shouldn't be graded would have been enough, but no, there's always a smart mouth on these forums that forgot they were new at one time. People like you get their kicks out of insulting or embarrassing the new guy. If I would have listened to a few of you out there that are negative, I would not have made the $9163.00 that I've made so far this year from selling coins. Being new and coming here to seek assistance with matters such as this is a sign that you might want to hit the pause button. A good suggestion I heard early on was to attend shows and look at as many graded coins as possible, coins encapsulated by PCGS and NGC. Figure out what areas of the Hobby interest you and focus on those areas. Buy some books to help with learning how to grade and identify problems, read and study it, look at more coins. Find a dealer you can trust who is willing to help you and maybe join a local coin club. Look at more PCGS NGC graded coins at shows. After a while you should start to get an idea of how to assess the grade of the coins you like.
The above thought should serve you well but it is a lifetime endeavor. Best of luck.
