Take a look at the left wing, the lines (feathers) are more complete on the CoinFacts VF20. Also, the small hair curl near Lady Liberty's ear is more pronounced. These differences, while small, are important when comparing F to VF.

A straight on shot of both the obverse and reverse would provide a better point of reference. I see it as a close call. The 04-s is not among the better products of the SanFrancisco Mint.

I see VF-20, but that’s only a small step over Fine-15.

In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
Other then the right tip of the lower cotton leaf, distinct from the cap. Since the 04S didn't have the boldest of strikes, I can see that coin getting a VF20. And I would call that Coinfacts a VF25 today since you can see the veins in the lower leaf. As a VF20 that is about as good as it gets for grade.

I think F+ is perfect. Not quite VF with the flat left wing, in my opinion.
How do you compare to the Coinfacts page to come up with an accurate grade, this one graded VF20:

The leaves under the cotton boll on Liberty s headband are starting to merge with the cap on OPs example, too

For a dealer: F15 if buying ... VF20 if selling.
