I don’t dare try to guess the grades and designations, as I think assessing designations is particularly problematic from images. However, in terms of which coin looks most Proof(y), I rank them as follows:

It is tough to guess from those photos. I don't like the surfaces in them. The coins are probably great though, and if straight graded, I guess:
MS64, MS62+, MS62, and MS65

4 would be my favorite of the 4 coins. Shame about the blemish on the reverse and I hope the white spot is a piece of lint on the holder and not the coin.

The one that look most proof to me.
Grades are:
MS64 Star PL
MS64PL
SP62
SP65

With the grades posted, thoughts mostly on other topics. First, punting on the questions of the existence of branch mint proofs, and whether "specimen" has any meaning in regards to these coins, I would say that "4" would be most likely to be proof, followed by "1", and "2" and "3" are just not.
Second, one of these had documentation of some sort with it. I think it was within the Stack/s/Bowers/ANR/real B&M lineage, maybe 2008 give or take a couple of years. If I remember, I'll look it up later. In brief, there was no suggestion that said coin was a proof, just ("just"?) a ceremonial first striking.
Third, dies. There are at least two obverses, Coins "1" and "3" are likely from the same die. Coin "2" is clearly a different die; "4" may be the same die as "2", or yet another one. (PUP: position of 9 wrt signature above). As for the reverses, I just cannot tell if they are from one or multiple dies, at least not now.

My order was 1,3,2,4 mainly focusing on the sharpness of the stars. How did you come to your conclusion?

I could say MS62 on all 4. I think the previous comments are too generous.

Well, I'll be honest, my choices were mainly intuitive. "2" and "3" just looked like they had spent significant time in bags with other coins. And finally, "4" just looked it had better surfaces than "1".
