I need a little help here, not familiar at all with this type error, but after looking at several different photos of this type strike, I come up with totally different results.
Are both photos of the coins below considered partial collar strikes or does additional terminology need be added, suchas, tilted, off center or other description? Just curious for the knowledge in each regard.

Which means that after the costs to ship, variety/error, and grading the submitter would be losing money, so saying these need to be sent in is false.
