It is quite extreme but Ikes circulated enough in the '70's that the oldest could get down to high end VF. I'd grade this VG and it wouldn't take that much to knock it down the last couple grades. Perhaps it was used in a recurring poker game or was passed back and forth between friends.
It's improbable but hardly impossible. Alternately it might have been a pocket piece.
Would be really sweet without the pretty recent ring of death but I've been searching rolls since before there were SBAs and I'm pretty sure I've never found one looking this worn...

Honest question...if some moderns were tossed into something like a rock tumbler with plenty of grit would they end up looking like natural severe wear? Or maybe a tumbler that uses those larger ceramic pieces so that the deeper parts of the coin are perhaps slightly less affected?
