PCGS encapsulation a rip off ?

98%+ of all of my bulk submissions do NOT have a min. Grade of 70. PCGS charges a reject fee for every coin that fails to achieve the minimum grade. What’s the point of “racking up” massive reject fees on each order. In most cases, there is no point.
