What ever it is, both dies appear worn from a lot of prior striking.
So I think it is from grease-filled dies and not a trial strike or die adjustment strike.

Quite plausible and it was sold as such, but it is very interesting for the unusual look, hence the "Looks like" in the title.

That's "just honest wear" to the point of being dishonest.
I think that I can see a very faint "O....N....E" or is that just pareidolia?
The rims look strange to me. Any chance it's a counterfeit?

Well circulated and strong money for a worn grease filled die on a Lincoln Cent.
I was recently schooled there is no way of determining if a coin is a weak strike or a die-adjustment strike.
