    That's "just honest wear" to the point of being dishonest.

    I think that I can see a very faint "O....N....E" or is that just pareidolia?

    What ever it is, both dies appear worn from a lot of prior striking.
    So I think it is from grease-filled dies and not a trial strike or die adjustment strike.

    Quite plausible and it was sold as such, but it is very interesting for the unusual look, hence the "Looks like" in the title.

    I was recently schooled there is no way of determining if a coin is a weak strike or a die-adjustment strike.
