Scratch or gouge?

Hi folks - have a beautiful quarter that I just got back that came back with a VF scratch…

However if you look at the image they took of the coin it appears to me that this is a gouge in the planchet pre strike - you can see that the strike of LIBERTY is IN the scratch and not scratched through

Am I off base here?

The coin is scratched. The incuse lettering looks as expected for being scratched.

The grader got it right. It is scratched.

A nice coin even with the scratch. Would like to see what the reverse looks like too.
