Yes, it is an 1874-S W/A. I'd guess it was submitted as an 1871-S and that the graders didn't look that closely at it. If the image is manipulated a little the date becomes a bit more clear and one can see that the 4 has the thin downward slant that is dissimilar to the flag on the 1, the vertex of the arrow is more obvious and the protected area within the triangle of the 4 shows darker.
While not an enormous difference in PCGS price guide, it is still enough to hurt.

While I realize that such errors are typically called “mechanical errors” by the grading companies (and others) I think there are more accurate options.
