Just worn, probably from a rock tumbler or sand paper.
Looks like someone gave it a touch of sanding. Doesn't look like natural wear.

I kinda thought it might just be worn but the edges look so good I figured it would be hard to be worn in only those spots and not the edges.

A weak strike error is possible but we need full obverse and reverse and a sample of the edge.
Might be just worn or someone may have done this by hand kinda looks like scratches on his face.
This is why i pulled it out the stack, just BC it didnt have edges on it, also it only weighs 5.45 grams
After it left the Mint, it was pressed partially flat and then rolled around the edge to raise up the rims.
