Hard to tell from the truview but is the "toning" etched/pitted into the metal or is it just black toning.
It is likely etched into the coin, thus environmental damage.

It is not certain if there is a significant original layer on the surfaces or not... this is when it pays to have a microscope. If you are right and this toning is etched into surfaces- it was graded appropriately. From the images, it is difficult to make that leap.

I'd imagine the original submitter thought it was cool enough to send it in, as the expense to do so is a bit greater than the value of the coin.
My attitude: Anything with a mintage of under 30,000 is neat in my book!

I saw it originally at GC and thought that was one of the weirder proof nickels I've seen. But there is something captivating enough that I kind of like (not enough to buy either time though-glad it went to someone who likes it).
And the premium above GC was reasonable (eBay seller was fair).
