Hello, I have a hard time sometimes trying to figure out RPMS.
Is this 1964-D an RPM? 004?

No, the D is misshapen from post minting damage. Probably by a coin rolling machine.
It does look like PMD - the damage to the D pushes metal out. Cheers, RickO
