It is Post Mint Damage (PMD)... and while it may have been caused by several things, one cannot be sure which may have done it. It could be a 'dryer coin' - caught for many cycles in a washer or dryer, could be pocket wear, or just very heavy commerce. Cheers, RickO

Looks like a very late die state for the reverse die. Severe die deterioration, in a terminal state
No, sorry, this is just PMD.
How do you explain the heavy die flow lines within the legends? It certainly looks like deterioration to me.
A little die wear and a lot of PMD.
Damaged coin. Nothing more.
