The coloring is a form of tarnish, not "paint". Rubbing will take something off the surface of any coin. And in the case of yours, that includes tarnish. If you want to get rid of the tarnish entirely, you can use "Tarn-X" or some other form of non-abrasive silver "dip" cleaner.
