I think it is damage.
But doubled dies can sometimes look like that.
If you can find another specimen that matches, then you have got something.
Just the way that 1 looks like a parallelogram makes me go hmmmmm

Looking at the 9, I would say PMD... Looking at the 1... hmmmm, makes one wonder (oneder, get it
)... Though I would say it is likely from the same issue that caused the 9 to be spread. Cheers, RickO
