I am qualified for the industrial controls positions… but the pay scale seems low for the San Francisco area

San Francisco - no way.
The $115K is the annual salary is for a $40 hr. week. A 20 hr. week would pay half of that plus the job it "temporary." In addition a GS-13 position with the federal government requires a hell of a resume/experience and likely a college degree. GS-13 positions are not plentiful unless you are in Washington. I retired from a submarine repair facility (Kings Bay) and there were probably a half dozen GS-13 positions. I started out at GS-3 ($2.40 hr. back then) at a Naval Base (Charleston) and it took me 30 yrs. to attain a GS-11 position. You don't get rich with the fed, but your job is secure, the retirement pay is great and the benefits, especially medical are better than great. I recommend federal civil service to anyone who is able to get into their system (hard to do).

Not sure that the Die Finishing Specialists, Metal Forming Machine Operators and the like are causing problems at the Mint. Based on the typical complaints I hear, Congress, management, and likely the contracted web folks are the source of complaints.
