Surely the seller checked this box by accident,,,,,,,,,,,,, I have never bought from them but this box popped up when I tried to raise my best offer price which doesn't make any sense either.

At first thought it seems silly... why would someone limit their own sales? Maybe the vendor got burned somehow? Only one way to know for sure... ask...

It depends on what is being sold. Is the seller listing loss leaders and doesn't want someone to buy up everything? Is the seller afraid that someone will buy a ton of items and then not pay, ruining a lot of sales? I've had the latter happen to me, and it's a real pain. That said, since it doesn't happen often and the upside of having good buyers bid on lots of stuff far outweighs it, I'd never put in a restriction like that one.

I thought it might be his / her way of assuring a feedback being left for each item sold.
eBay had / has a 7 day time period prohibiting multiple items sold within this time frame from receiving multiple individual feedbacks.
Since I do not sell, I know not of checking off the wrong box.

There's also a reason that the seller just decided to do it, and that's that. I ran into this once. The seller didn't want people running up big tabs and then not paying.
Not a smart practice in my opinion but I've seen lots of stuff, such as sellers refusing to ship to PO boxes, even when that is the registered address on ebay and PsyPal.

I've never used the option, but why is it any different than the HHL that folks wanted the Mint to set at one?
There are legitimate users for it. It also could simply be on by accident.

There are legitimate uses for it.
If I'm looking for new customers, I could sell $1 silver certificates for $1 each with free shipping. But if I do that without the limitation, the first person who finds the listing will buy all of them. So, it is one to a customer and I've made contact with dozens of newbies rather than one greedy newbie.
So, maybe the seller accidentally had it turned on. Yawn. Let he who is without sin, cast the first stone.
