*Type I Standing Liberty Quarters earn the FH designation when there is a clear and distinct separation between Miss Liberty’s hair cords and her cap.
*Type II Standing Liberty Quarters receive the Full Head designation when the helmet exhibits three complete and distinct leaves, a complete outline on the bottom of the helmet, and a clear ear hole on Miss Liberty’s head.
I could see the details of the leaves possibly being more distinct in hand. It might be a FH slider.

It's got a great brow line.
It's a a great ear-hole.
The cluster of leaves on the Phrygian cap show good outlines at the tips but are quite mushy in the centers.
I think it would be rejected by a knowledgeable specialist and would make a registry/holder buyer happier than he should be were FH on the cert.
From the large fragment visible, It looks quite gemmy

Yeah, I'm not so focused on the head but on the small shield, fully outlined with even horizontal and vertical lines? Looks like a pretty coin, when do we get the full frontal view?
This is what I consider a true full head, from PCGS "Coinfacts." I'm aware it is an exceptional specimen but if I'm gonna pay the enormous premium for a full head this is what I want. This level of detail probably doesn't exist for a number of dates.
While I am not an expert on FH criteria, based on the criteria available, I would say no.... That being said, if an expert corrects me, I will accept the correction. Cheers, RickO

I don’t think it’s FH

No FH. Not even close IMO.

I'll vote no.

It does have a nice shield, tho. Not 100% complete but pretty good.
Not FH in my opinion

It's a pretty coin but not a full head in my humble opinion. I don't see any leaves or leaf stems.
It's definitely a borderline FH. Attractive coin!

Definitions on FH vary, but based on PCGS' published criteria, this one looks like it falls just short. Seems the submitter got a little gift.
