Only if you are a top rated seller. I have an entire account designed to not have tracking for anything. If you are below a certain level. You pay an extra 2% in fees, but it is not required.

For this requirement, we look at your transactions during the past 3 months. To be a Top Rated Seller, 95.00% of your transactions must have tracking uploaded within your stated handling time, in addition to receiving a carrier scan.

I have one account that is top rated because of the 10% discount. Worth it for expensive stuff. I started a second account for cheap stuff where I wasn't using tracking so I could ship 1st class. Ebay standard shipping actually makes it possible to track those now, but at the time I started the account it didn't exist.
I would think of it is getting benefits for top rated rather than getting penalized for being standard or below standard... but tomayto tomahto

I repackaged my original uneven and thick envelope, but I also added some more coins to the shipment.
Turns out it would cost about $5.50 at parcel rate, so I upgraded to the priority flat-rate $8.45 jobbie.
The extra few bucks isn't as salient as making a trip to the PO...
Now I have a couple of extra flat-rate boxes, so presumably I can prepay and print labels at home for next time.

Yep, I've hand-delivered a few eBay items over the years. I always have the buyer sign a copy of the packing slip as proof of delivery.

That's not true, either. I have shipped many (probably thousands) of coins without tracking. And without penalty.
