For this requirement, we look at your transactions during the past 3 months. To be a Top Rated Seller, 95.00% of your transactions must have tracking uploaded within your stated handling time, in addition to receiving a carrier scan.

There is no penalty for not being a Top Rated seller.
I'm currently "Above Standard" but could be a "Top Rated" seller if I wanted to. Since it would cost me money to do so, why would I make the effort?
Benefits. Top Rated Sellers receive enhanced visibility in eBay search results and exclusive seller protections. By becoming a Top Rated Seller, you will also be eligible to receive a Top Rated Plus seal that will be prominently displayed with your qualifying listings.

Not receiving a benefit is not a penalty. Visibility? Most of what I sell, there are only a few listed. I don't need enhanced visibility. Exclusive seller protections? Describe them and we'll talk. Top Rated Plus seal? I've got 25,000 positive feedbacks. I'll let that speak for itself.

I repackaged my original uneven and thick envelope, but I also added some more coins to the shipment.
Turns out it would cost about $5.50 at parcel rate, so I upgraded to the priority flat-rate $8.45 jobbie.
The extra few bucks isn't as salient as making a trip to the PO...
Now I have a couple of extra flat-rate boxes, so presumably I can prepay and print labels at home for next time.

Don't know about Amazon, but eBay doesn't require a tracking number in order to be paid.
Yep, I've hand-delivered a few eBay items over the years. I always have the buyer sign a copy of the packing slip as proof of delivery.

That's not true, either. I have shipped many (probably thousands) of coins without tracking. And without penalty.
