I’d say real wear from machines but not intentionally as though a person wanted to create a low grade specimen.
Should the rim be worn down more for that grade? 🤔
It did not occur naturally.
There are various possibilities but this is what one would look like if it had worn naturally. It's either a good job or a time traveler from 2078 spent it. I'm guessing it was tumbled.
There may be a few-a very few-1965 dated quarters worn this much but certainly not a 1990. That's a pretty good job of artificial wear, tho.

Caught in a drum of a commercial dryer in a laundromat. My first job I serviced commercial dryers and would find coins like this from time to time.
I was thinking how odd it was to get this quarter in change today. Seems worn way

Collectors may not be crazy about clad coinage but from the standpoint of surviving actual use they have been very successful. Even 1965 quarters are not seen with wear that extreme and they are much older than the 1990 quarter shown. The wear shown was caused by exposure to a mechanical device, very possibly a commercial washer or dryer.
Yes... The OP coin resembles a 'dryer' coin.... I have seen them worn precisely in that manner - and to that extent. Cheers, RickO
