Yes, that is a mech error. Mech errors on the grading portion of the label occur shockingly frequently. There are many documented examples of that specific area of mech error throughout the message boards here.

And quite possibly a zero or two after the decimal point and before the 3.

Speaking of possible mechanical error. What about this one? I think they forgot to add the (OC) qualifier.
