Alot of times when you are seeing ridge lines in the center of the letters like that then that is a sign of a worn die/die deterioration in progress. Not a Doubled Die.

It's a DDO- I once had a similar one certified by ANACS. I suggest checking www.coppercoins.com or www.varietyvista.com as 1970-S had a lot of doubled dies. It's not 'the big one'.
